SPECIAL MEETING MINUTES

August 18 , 2009

The Union Village Board met in special session on Aug 18, 2009.   The meeting was called to order at 7:46 p.m. at the ALA hall. Open meeting laws are displayed. On roll call: T. McClane, Kahland, J. McClane & Chipman.  Brown was absent.



The purpose of this meeting was to discuss the village budget to include rate increases for water & sewer and to raise the mil levy.



Chipman proposed a rate increase of water fees from $15.00 + sales tax @ 5.5% for 3999 gallons a month to $27.00 flat rate + sales tax of 5.5% a month.  He also proposed a rate increase in sewer fees from $17.00 a month to $31.00 a month.  T. McClane & the clerk expressed their concerns about residents on fixed incomes.  Several residents commented on the need for an upgrade of entire water system to include new residential meters & if the accounts that are in arrears would pay up the increase would not be so ‘hard to swallow” for those that do keep their bills paid. Another suggestion was to charge for a permit to the homes that have swimming pools & sprinkler systems.  Motion made to amend section 6-301 to $27.00 + tax effective Oct 1, 2009 was made by Chipman & 2nd by Kahland.  Trustee votes are as follows:  T. McClane – Aye, Chipman – Aye, & Kahland – Aye.  J. McClane arrived after motion was made & Brown was absent.  Motion carries.



Chipman proposed a rate increase of sewer fees from $17.00 per month to $31.00 a month.  Currently, the amount only pays the USDA loan & not electricity, repairs or maintenance.  Motion made to amend section 6-102 to $31.00 a month effective Oct 1, 2009, was made by Chipman & 2nd by Kahland.  Trustee votes are as follows:  T. McClane – Aye, Chipman – Aye, Kahland – Aye & J. McClane. Brown was absent.  Motion carries.



T. McClane discussed raising the mil levy.  Elmer Henderson explained the mil levy.  Union has always kept the mil levy at approx. 12% but needs to raise it due to increasing costs for supplies, electricity & fuel.  Motion to raise the mil levy to 37% effective for the FY 2010 budget was made by Chipman & 2nd by J. McClane.  Trustee votes are as follows:  T. McClane – Aye, Chipman – Aye, Kahland – Aye & J. McClane. Brown was absent.  Motion carries.



Motion to adjourn at 8:40 p.m. was made by Brown & 2nd by Chipman.  Trustee votes are as follows;  T. McClane – Aye, Brown – Aye, & Chipman – Aye.  J. McClane & Kahland were absent.  Motion approved.



Motion to adjourn @ 8:45 p.m. was made by Kahland & 2nd by Chipman.  Trustee votes are as follows:  T. McClane – Aye, Chipman – Aye, Kahland – Aye & J. McClane. Brown was absent.  Motion carries.
