MEETING MINUTES
APRIL 14, 2021

Chairman Seyler called the monthly meeting for April to order at 7:00 pm at the Union Office at 500 Main St.. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby – Aye, Hill - ye. 

Minutes of the March Board Meeting were reviewed. Ruby motioned to approve March Meeting Minutes.  2nd by Crook.   By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye , Ruby – Aye, Hill - Aye. Motioned approved.

Claims and Accounts were presented. Vidlak motioned to approve April Claims and Accounts with the addition of  check 1157 for $249.95 to Orchelns for herbicide.  2nd by Ruby.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, but abstained from approving his pay, Ruby – Aye, Hill - Aye.  Motion Approved.

CORRESPONDENCE- Mrs. Pike requested to use grass behind the village office for auction parking.
CLERK REPORT – The clerk drafted an agreement for the use of the field for an adult softball league starting mid-July through the end of September, this year. The IRS Abatement request was sent. Working on reconciliation for new company in QB.

Village Maintenance Report - Steve Heyen was present to report that the well pumps operated for 514 hours, pumping 1,966,000 gallons of water.  Lift station processed 1,500,000 gallons of wastewater, running for approximately 60 hours.  Heyen reported that Farmer’s wellhouse covering was damaged by the wind and unsalvageable.  Chairman directed Heyen to purchase small aluminum shed to secure well.  Copper line in the concessions stand developed pinholes where it was leaking. Repair completed.  Heyen reported that the louvre in the concessions restrooms is missing and needs to be replaced.
Fire Report- NTR
Union United Inc. Report:  Union Clean up is scheduled for this weekend, April 17 and 18.

NEW BUSINESS: Vidlak motioned to approve Cass Crook’s Building Permit for carport/garage kit. 2nd by Hill.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Abstained, Ruby – Aye, Hill - Aye. Motion approved.

Judy Atterbury and Mike Contreras were present to request a waiver for frozen pipe leak water charges.  The meter was affected and its accuracy is questioned.  Contreras agreed to pay $245 meter replacement fee instead. Chairman Seyler agreed to waive the water charges for 241,000 gallons of water and add the meter fee to his bill.

Conestoga Pee Wee coach was present to show his appreciation for the use of our field and to ask the Board to build up a small mound for the boys to pitch from, during exhibition games. The mound the Village provides is too high for the level of the league playing.  Ruby explained that a portable mound was used so that softball leagues can use the field as well, and that he would come up with a solution to have a suitable mound there for baseball.

The exhibition games are a way of showing Cass County Recreation that the Union field is of quality and needed in the rotation.  Younger kids’ parents are complaining that their kids are being scheduled to play late games because of the lack of playable fields. 

Field dressings were discussed.  In the past, the field was improved once with B & D Diamond Pro and it caused problems with the drainage of the field.  The Board opted years ago to get their field products from Odey’s and will continue to do so to maintain the quality of the infield.

Vidlak motioned to approve the Recycling Interlocal Agreement for cost sharing with Cass County. 2nd by Crook. By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye. Motion approved.

Crook motioned to adjourn 7:38 pm. 2nd by Vidlak.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motioned approved.

The next regular meeting is scheduled for May 12, 2021, 7 pm at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by May 10th.
