MEETING MINUTES
MAY 11, 2022

The clerk called the monthly meeting for May to order at 7:00 pm at the Union Office at 500 Main St. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Absent, Vidlak – Aye, Crook – Aye and Ruby-Aye, Hill – Aye. Crook motioned to appoint Vidlak as acting chairman.  2nd by Ruby. By Roll, Trustee votes are as follows:  Seyler – Absent, Vidlak – Abstained, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

Minutes of the April Board Meeting were reviewed. Ruby motioned to approve April Meeting Minutes.  2nd by Hill.   By Roll, Trustee votes are as follows:  Seyler – Absent, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

Claims and Accounts were presented. The clerk explained the notes in the May Claims of $80.00 for postage at USPS and $158.17 to Capital One Commercial -Menards as being claims overlooked in April. Crook motioned to approve May Claims and Accounts.   2nd by Ruby.  By Roll, Trustee votes are as follows: Seyler – Absent, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

CORRESPONDENCE- The clerk received a nuisance complaint about junk cars piling up in a resident’s yard.  
CLERK REPORT – ARPA reporting completed on time.  Clerk called the County about a deck that was built with out a local permit to find out if it was permitted and inspected by the County.  The County said they were unaware and would check into it.
Village Maintenance Report – Heyen reported 1,916,000 gallons of water pumped, for a total of 328 hours.  The lift station pumped 2,832,00 gallons of wastewater.
A major leak was located and repaired on a residential property.  Heyen estimates that leak could account for about 1 million gallons a month.
Heyen reported that kids on ATVs are tearing up the grass at the park. Others have noticed that kids on ATVs are also driving through the Baptist church lots and other private lawns and they are not obeying traffic or safety laws.  The chairman asked that the clerk send letters to the parents of the kids that have been identified.
Fire Report- Wagner was present to report that the roof of the firehouse is scheduled to be repaired in June.  The Fire Captain has requested that we have a claims adjuster come out to look at some hail and wind damage he has noticed after the last severe storm.  Fire school is scheduled for June.
Union United Inc. Report:  Village Clean-up was a success.  The two dumpsters were filled, a pallet of electronics was gathered for recycling and a trailer of metal was collected for recycling, as well.

Old Business:

The clerk presented the board more information on the Municipal Accounting and Finance Conference she needs to attend to get continuing education hours to remain in compliance with State Statutes.  The conference will be held June 16 and 17 in Kearney and will cost $377, including a luncheon.  The cost of the hotel will be either $96.00 a night, or $109.95 each night, and the mileage will be approximately $360.   Ruby motioned to approve the clerk’s attendance at the Municipal Finance and Accounting Conference June 16 and 17, the check for the League in the amount of $377.00 to cover the conference, and the use of the village credit card to reserve and pay for 2 nights at one of the available hotels, plus mileage. By roll, Trustees votes are as follows: Seyler – Absent, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

The Heath Board reported that the nuisance at the C St. property has been abated. The Board directed the clerk to send letters to residents, already identified, that have a little more work to do to finish the abatement on their properties.  

New Business:

Incidents concerning another dog attacking dogs was discussed.  The residents of the attacked dogs have contacted the sheriff and the owner of the dog.  The owner told the residents that she will to rehome the rescue animal.

The next regular meeting is scheduled for June 8, 2022, at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by June 3, 2022.
