MEETING MINUTES
MARCH 10, 2021

Chairman Seyler called the monthly meeting for March to order at 7:00 pm at the Union Office at 500 Main St.. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby – Aye, Hill - Absent. 

Minutes of the February Board Meeting were reviewed.  Crook motioned to approve February Meeting Minutes.  2nd by Ruby.   By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby – Aye, Hill - Absent. Motioned approved.

Claims and Accounts were presented. Vidlak motioned to approve March Claims and Accounts.  2nd by Ruby.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby – Aye, Hill - Absent.  Motion Approved.

CORRESPONDENCE-IRS notified the Village that withholding taxes for 2020 Q3 exceeded the amount for quarterly payments and are charging back interest. Quarter 4 withholding will exceed that amount as well. After talking to an IRS agent, the clerk was told she could request to abate the interest due to the fact that it is the first time our payroll has exceeded the amount, and the agent suggested future monthly deposits to be sure it isn’t exceeded again. The clerk received a letter from the Auditor of Public Accounts office approving our audit waiver for FY19-20. The owner of the Hotel called for information on the bar wanting to purchase it and reutilize the building for a laundry facility. CLERK REPORT – The clerk called in On the Books Accounting to work on reconciling the old and new company files. KO Roofing Co, was called out to evaluate the issues the Fire House is having with the roof. Village Maintenance Report - Steve Heyen was present to report that the well pumps operated for 531 hours, pumping 1,895,000 gallons of water. Lift station processed 900,000 gallons of wastewater, running for approximately 40 hours. Heyen had to pull the shifting column out of the F550 to repair the reverse shifting problem. Heyen reminded the Board that we need to purchase a new mower before the grass needs to be cut. Clerk will look up the amount budgeted to replace the old mower and let Heyen know how much he has to spend. Fire Report- NTR Union United Inc. Report: The deck is finished and safe for use. Clean up is scheduled for April 17th and 18th. There will be dumpsters for trash and areas for electronics and metal recycling available to Union residents. NEW BUSINESS: The Thornes were present to discuss the replat of their acreages. Their intent is to combine the three lots they own into one plot for easier improvement or sale. Vidlak motioned to approve replatting of the Thorne lots. 2nd Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby – Aye, Hill - Absent. Motion approved. Judy Atterbury and Mark Cundall from Quality Signs attended the meeting to present a draft of the mural Union United wants to sponsor for the pavilion building in the park. The Mullis’ want to fund the project on Union United’s behalf. The Board discussed ideas for the changes to the draft to better represent the idea of Union: past, present and future. Crook approved a mural project for the pavilion structure with the final design determined by Union United and the Mullises. 2nd by Ruby. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Abstained, Crook – Aye and Ruby – Aye, Hill - Absent. Motion approved. To prevent the violation of conflict-of-interest laws, the Board reviewed NADC Form C-3’s filed by Jeff Ruby and Cass Crook with the clerk. Ruby motioned to approve an open contract for emergency and seasonal maintenance by Cass Crook. 2nd by Vidlak. By Roll, Trustee votes are as follows: Seyler – Aye, Vidlak – Aye, Crook – Abstained and Ruby – Aye, Hill - Absent. Motion approved. Ruby motioned to table to review estimates by KO Roofing and decision on best fix action until 2 other estimates can be reviewed. 2nd by Crook.
