MEETING MINUTES
OCTOBER 13, 2021

Chairman Seyler called the monthly meeting for October to order at 7:03 pm at the Union Office at 500 Main St. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Vidlak – Aye, Crook – Aye and Ruby-Absent, Hill – Absent. 

Minutes of the September Board Meeting were reviewed. Vidlak motioned to approve September Meeting Minutes.  2nd by Crook.   By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Absent, Hill - Absent.  Motion Approved.

Minutes of the Budget Hearing were reviewed.  Vidlak motioned to approve Budget Hearing Minutes.  2nd by Crook. By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Absent, Hill - Absent.  Motion Approved.

Ruby and Hill arrived at 7:05pm.
Vidlak motioned to open the One-and-Six Year Street Hearing at 7:06pm.  2nd by Hill.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

The Board discussed street conditions and areas that need improvement.  The culvert North of the Ball Field needs to be replaced.  They designated the asphalting of Larue St. at B St. intersection and C St., the area that loops around the concessions stand and pavilion, as the next project to be put on the One-and-Six Year Street plan.  They also designated areas that are identified and not completed yet in the 2016 Street Study, as maintenance for the plan, as well as, working on improving the approaches to alleyways that are having issues.

CORRESPONDENCE- The clerk was contacted by Cheryl Fisher about adding a memorial bench to the park area for her mother and father.  Chairman Seyler agreed that it would be a good addition to the park.
The clerk was also contacted for numerous dog complaints and complaints about junk vehicles in the village.
CLERK REPORT – The clerk reported that she has removed the hard coded sewer charges from all sewer accounts for winter and updated water codes in the billing software database to reflect sales tax exemption on residential water service. She reported that the street budget documents are completed, Quarterly reporting is done and she is working on the annual reports for the USDA. 
Village Maintenance Report - Steve Heyen reported the water pumps pumped 1,973,000 gallons for a total of 342 hours.  The lift station pumped 1,272,000 gallons of wastewater. 
A potentially sizeable leak was found on Union Dr. by the Farmer’s Well.  He detected chlorine in the runoff nearby and chlorine isn’t a natural occurring chemical in groundwater.  They found that the old abandoned well house was filling with water also. B & S Trucking will assist him in digging up the lines nearby and inspecting for leaks as soon as they are available. Heyen also reported that the old salt spreader is still broken.  Chairman Seyler instructed Steve to purchase a more durable spreader for the upcoming winter season.
Fire Report- No one present to report.
Union United Inc. Report: The group was just notified of the treasurer’s retirement.  The group needs new members to keep the organization active.

NEW BUSINESS: Vidlak motioned to adopt the Amended One-and-Six Year Plan by Resolution 21-04.  2nd by Ruby. By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

Ric Ortmeier was on conference call with the Board to discuss an alternative for financial oversight other than a full audit.  Ortmeier suggested he could evaluate our financial systems based on internal controls and develop procedures to ensure the security of the Village finances without the expense of a full audit.  The Board agreed to participate in an evaluation and put a process in place so that the burden of the financial security of the Village is shared amongst officials.

Vidlak motioned to adopt the Audit Waiver Resolution and have Ric Ortmeier prepare an audit waiver for receipts and disbursements from October 1, 2020 through September 30, 2021.  2nd by Crook. By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

The Board discussed the results of the Health Board findings and instructed the clerk to send letters notifying residents of nuisances and the requested actions of the Board.

Nicole Hall was present and discusses the attacks on her dogs by Willie Bescheinen’s dog, requiring veterinarian visits.  She shared that Willie’s dog is frequently let outside without restraint.  The dog is aggressive to her dogs and their puppies and she is afraid for the animals’ well beings, and that of nearby children, if the dog continues to be left on its own.  The Board discussed the dangerous dog complaints instructed the clerk to send Potentially Dangerous Dog letters to Bescheinen and the Kowalskis.

Crook motioned to authorize the Chairman to sign the Low-Income Household Water Assistance Program Vendor Application, so that Union households that meet the requirements can participate in the assistance program. 2nd by Ruby.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

Ruby motioned to approve the building permit for the installation of solar panels at 111 A. Street.  2nd by Vidlak.  By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.

Ruby motioned to authorize the Chairman to sign Olsson work orders 3 & 4, for Professional Services and Street Superintendent Services for 2022. 2nd by Crook. By Roll, Trustee votes are as follows:  Seyler – Aye, Vidlak – Aye, Crook – Aye, Ruby – Aye, Hill - Aye.  Motion Approved.
