MEETING MINUTES
MARCH 8, 2023

Chairman Seyler called the monthly meeting for March to order at 7:00 pm at the Union Fire Hall. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Feek – Aye, Hill – Aye, Ruby – Aye and Fritschle- Absent. 

Minutes of the February Regular Board Meeting were reviewed.  Hill motioned to approve February 8th Meeting Minutes.  2nd by Ruby.   By Roll, Trustee votes are as follows:  Seyler – Aye, Feek – Aye, Hill – Aye, Ruby – Aye and Fritschle - Absent. Motion approved.

Claims and Accounts were presented.  Ruby motioned to approve March Claims and Accounts 2nd by Hill.  By Roll, Trustee votes are as follows:  Seyler – Aye, Feek – Aye, Hill – Aye, Ruby – Aye and Fritschle- Absent. Motion approved.

CORRESPONDENCE- The clerk received notification that our audit waiver was accepted. Cass County Zoning department sent amendments to Cass County Regulations amending definitions, land use categories, and districts. Utility Service Co, is now owned and operated by Utility Service Group Water Solutions (USG). Sarpy Cass Health has grant funding to market Medicaid renewal and expansion to help the village help seniors with their renewals. Since the village doesn’t offer these services we would not apply for a grant.
CLERK REPORT – The clerk reported that it is time to replace the village laptop which is over 12 years old.  There is software designed for municipalities that the clerk would like to look into.  Chairman Seyler directed the clerk to research laptops in the $2000 range and look into ClerkBooks and present at the next meeting.
Fritchle arrived at 7:16pm.
Village Maintenance Report: Steve Heyen reported the well pumps ran for 242 hours, pumping 1,410,000 gallons of water.  Lift station processed 720,000 gallons of wastewater. Heyen and Hansen reported that there are residential leaks amounting to over 400,000 gallons, or 4 times the capacity of the water tower.  Seyler directed the clerk to send a letter requesting them to fix the leaks by the next meeting and enter into a payment agreement or risk utility shut off.

New Business:

Heyen explained that he doesn’t really need help with the maintenance of the village right now.  The Board discussed that the village needs, at least, a back-up water operator and to contact operators in the area that are licensed and see if they would be willing to fill in during extenuating circumstances.

Chairman Seyler directed Heyen to replace both toilets due to their age and inability to find compatible parts to fix them.

Motion approved.

The next regular meeting is scheduled for April 12, 2023 at 7 pm at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by March 3rd.
