MEETING MINUTES
SEPTEMBER 11, 2024

The Chairman called the meeting to order at 7:00 pm at the Union Office/Fire Hall at 500 Main St. The Open Meeting Laws were displayed for public reference.  On roll call:  Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye.

Minutes of the August Board Meeting minutes were reviewed. Hill motioned to approve August 14, 2024 minutes. 2nd by Feek.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved.

Claims and Accounts were presented. Feek motioned to approve September Claims and Accounts. 2nd by Hill. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved.

CORRESPONDENCE – The clerk received a report of an unregistered dog attacking another resident’s dog causing over $600 in veterinary charges. She was also notified of unregistered vehicles parked on village property and another complaint about stuff overflowing into the American Legion Auxiliary property.
CLERK REPORT – The clerk drafted ordinances at the request of NDOT and the Board of Trustees. She has also been working on providing the accountant with documentation and assisting with 2025 Budget preparation.
Village Maintenance Report – Heyen reported 1,087,000 gallons of water metered and pumps ran for 189 hours. 127,000 gallons were dumped to the lagoons. The lift station processed 1,020,000 gallons.  Heyen also reported the lift station check valve failed and was repaired. Heyen purchased new siding for the well house and installed the Northside.  The rest should be done by next month.  Chairman Seyler directed Heyen to contact B & S Trucking to maintain the gravel in the alleys. Trustee Feek asked about tree limbs overhanging alleys and streets and who is responsible to trim them.  The clerk stated that the property owners are responsible for the maintenance of trees on their property.  The clerk will contact the owners of the Post Office, the Halls and the Browns to let them know the trees are out of control and scratching vehicles that pass by.
Fire/Rescue – The department attended their yearly Fire School.  Wagner was present to turn in invoice for Union’s share and has asked for support to purchase bunker gear. The clerk will cut a check at upcoming special meeting for approval in the amount of $5,000 for Nehawka Volunteer Fire, to pay for Fire School and gear, the amount budgeted for FY 23/24.  An additional $4,000 will be set aside for bunker gear in the FY24/25 budget.
Union United Inc. Report: The 15th Annual Union United Golf Tournament will be held on Saturday September 28, 2024, 9:00am at the Wildwood Golf Course in Nebraska City.  NDOR has contacted Union United about Adopt-a-Highway program to inquire to the next clean up.  It will be scheduled for some time in October.

New Business: 

Hill introduced Ordinance 3-135: SPEED LIMITS An ordinance of the Village of Union, Nebraska, to replace Section 3-115 of Chapter III, Article I- Traffic Regulations to include specific locations of 25MPH zone as requested by NDOT and repealing Section 3-115: SPEED LIMITS, as hitherto existing, by title and first paragraph.

Hill read again Ordinance 3-135: SPEED LIMITS, by title and moved to suspend the rules of the three separate readings and that Ordinance 3-135 be considered for passage on the same day upon reading, by number and title only and then placed on final passage. Feek 2nd the motion.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved.

Hill introduced Ordinance 3-329: NO PARKING ZONE, an ordinance of the Village of Union, Nebraska, to establish a No Parking Zone within the Corporate Limits of the Village of Union, by title and first paragraph.

Hill read again Ordinance 3-329: NO PARKING ZONE, by title and moved to suspend the rules of the three separate readings and that Ordinance 3-329 be considered for passage on the same day upon reading, by number and title only and then placed on final passage. Feek 2nd the motion.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved.

Hill read Ordinance 3-329: NO PARKING ZONE, in its entirety and motioned to adopt Ordinance 3-329 to become effective October 1, 2024.  2nd by Feek. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved. 

Hill introduced Ordinance 3-330: “THIS SIDE ONLY” PARKING ZONES, an ordinance of the Village of Union, Nebraska, to restrict parking within the Corporate Limits of the Village of Union to one side on the streets in the Village of Union, by title and first paragraph.

Hill read again Ordinance 3-330: “THIS SIDE ONLY” PARKING ZONES, by title and moved to suspend the rules of the three separate readings and that Ordinance 3-330 be considered for passage on the same day upon reading, by number and title only and then placed on final passage. Feek 2nd the motion.  By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved.

Hill read Ordinance 3-330: “THIS SIDE ONLY” PARKING ZONES, in its entirety and motioned to adopt Ordinance 3-330 to become effective October 1, 2024.  2nd by Feek. By Roll, Trustee votes as follows, Seyler – Aye, Feek – Aye, Fritschle – Absent, Ruby-Absent, Hill – Aye. Motion approved. 

Heyen sent pictures to the clerk of the vehicles that are currently parked on the grass of one of the Village’s Main Street Properties.  The Board discussed notifying the owners of the vehicles that their vehicles will be towed if not removed in a timely manner.  The clerk will call Cass County Sheriff to see if the owners can be verified.

The next regular meeting is scheduled for October 9, 2024 at the Union Fire Hall.  The Meeting Notice and Agenda will be posted for the public at the Village Office, the Union Junktion, and the Union Post Office by October 4, 2024.
